Instructions for Filing a Petition/Appeal

The preferred and most efficient method for filing a petition and paying the filing fee is the online option through use of the Axia website.
- Or, you may fill out a petition form (provided below)
- Complete all applicable sections and any other attachments required by statute; petitions must be submitted on these Department of Revenue approved forms only.
- Checks or money orders used for payment should be made payable to: Board of County Commissioners or BOCC Clay County; do not submit cash.
- Mail completed forms with payment to: Clay County Clerk of Court & Comptroller’s Office, Attn: Clerk to the Value Adjustment Board, P.O. Box 698, Green Cove Springs, FL 32043.
- In-person drop off of completed forms may be done during regular business hours only at the Clay County Courthouse located at 825 North Orange Avenue, Green Cove Springs, Florida; ask for Clerk’s Office Administration on first floor of courthouse.
- Standard filing fee is $15 per petition but may be more depending on your circumstances; review the information below for additional details regarding filing fees.

VAB Filing Fees
Single petition (one parcel) | $15.00 |
Joint condominium, cooperative, or mobile home association – if the Property Appraiser determines such parcels are substantially similar in nature. | $15.00 for the first parcel and a $5.00 fee for each additional parcel. The determination form (DR-486MU) pursuant to F.S. 194.011(3)(e), approved by the Property Appraiser must be filed with the petition. |
Single petition for more than one contiguous, undeveloped parcel – if the Property Appraiser determines such parcels are substantially similar in nature. | $15.00 for the first parcel and a $5.00 fee for each additional contiguous parcel. The determination form (DR-486MU) pursuant to F.S. 194.011(3)(f), approved by the Property Appraiser must be filed with the petition. |
Single petition for more than one tangible personal property accounts – if the Property Appraiser determines that the tangible personal property accounts are substantially similar in nature. | $15.00 for the first tangible personal property account and a $5.00 fee for each additional tangible personal property account. The determination form (DR-486MU) pursuant to F.S. 194.011(3)(g), approved by the Property Appraiser must be filed with the petition. |
